Shuixian Temple is one of the four most important temples in Penghu (Tianhougong, Guanyinting, City God Temple, Shuixian Temple) and was constructed by Kuei Hsueh, a guerrilla of the right battalion in Penghu, in the 35th year of Kangxi's reign in the Qing Dynasty (1695).
The temple worships five gods, namely Da Yu, Wu Yuan, Qu Yuan, Xiang Yu and Lu Ban, known as Shuixian Zunwang. Fishermen pray to these gods for the successful operation of merchant ships.
Shuixian Temple was called Taixiajiao Business Hall. The Penghu guild was also known as Taixiajiaoshi, Pengjiao for short. The guild was established by the merger between the Taiwanese guild Jinlishun and the Amoy guild Chinchangshun and was similar to a business association now. It was a place where people exchanged business information, conducted transactions, and handled the public affairs of villages and towns. The time of the establishment is unknown and it is certain that the business of the guild was at its peak in Tongzhi's and Guangxu's reign, according to the records from Qianlong's and Jiaqing's reign in the Qing Dynasty.
Most of the building materials and artisans of Shuixian Temple were from Dongshan County, Fujian Province. Therefore, the building has the same style as in Dongshan. Since Shuixian Temple was renovated in the Japanese colonial rule, it has European double-hung windows. In addition to engaging traditional artisans and using traditional materials to construct the front pillars and beams as well as the walls, unique construction material in Penghu, Xishatou (shell sand), was used for mock-stone pillars and walls. Shuixian Temple is currently registered as a 3rd-class national historic site.
