Shuixian Temple, also called "Taixiajiao Business Hall", is one of the four main ancient temples in Penghu. Da Yu, Wu Yun, Qu Yuan, Wang Bo and Li Bai are worshiped in the temple. Yong-He Yu, the surveillance commissioner, appointed to Taiwan for patrol in the 36th year of the Kangxi reign in the Qing dynasty (1697), encountered a storm when traveling to Taiwan. He arrived in Penghu safely after following a specific way of praying to Shuixian Zunwang when stuck in the storm, and thus commanded Xue Kui, the military officer of Penghu Navy, to build the temple and worship the gods.
