North Sea Visitor Center is situated in Chihkan Village in Paisha Township, Penghu County and is the main visitor center in Northern Penghu. The primary tourism services provided include inquiries, passenger waiting areas, ticket purchases, tours, and food. In addition, lockers and the luggage deposit service are available to all visitors.
There are the counters of yacht and boat companies, a visitor center and shops on the 1st floor; and restaurants on the 2nd floor, where visitors can have food and wait to board boats.
Chihkan Pier lying beside the center, is the main wharf for transport to Jibei Island, Sianjiauyu, Mudou Island and other islands north of Penghu by yacht. It is also the most important port for catching anchovy fish in Paisha Township. The fishing season of anchovy fish in Penghu occurs from April to September every year.
North Sea Visitor Center offers a free motorcycle parking lot. There is a 3-story high rock sitting behind the parking lot and we can observe its distinctive weathered surface. Due to the high-altitude location, cacti and cactus fruit can be found here. On top of the rock stand a pavilion and boardwalk. Chihkan Beach sits beside the center and is a beach full of pieces of coral and shells. Since few people are visiting here, the beach is kept clean.
