The Twin-lakes Park was built by the army in Penghu. Being a low-lying wetland, the fountain poured out all year round. The army rebuilt two big holes into artificial lakes and named them Kaiyuan Lake and Xiyuan Lake, respectively. Cement trails were built around the lakes with pavilions and landscape trees designed in the park. Now, the Twin-lakes Park has an area of about 4 hectares. It is the first lake park built by the army from a wasteland to a recreation park.
The Park is comprised of ponds, plants, trails and recreational facilities. It not only functions for water storage in the north area but also provides a place for migratory birds to have a rest and catch fish. The wetland in the intertidal zone is rich in resources. It is an ideal place for migratory birds.
The Twin-lakes Park is now one of the best places in Penghu County for migratory birds to hibernate. The first Caiyuan columbarium pagoda in Spanish style in Penghu is built on the left side of the Park. The downstream estuary is Caiyuan Wetland. The Park faces the birdwatching area at the wetland. From there, tourists can see Fenggui and Wude far away from the Park. The natural and ecological environment of the Park is very beautiful. This is also an ideal place for birdwatching. The Twin-lakes Park has rich ecological resources and many birds forage here. As the only important place for birdwatching, The Twin-lakes Park is listed as a significant wetland preservation area.
